Lisa Garcia

Chief Operating Officer

Lisa Garcia joined the Corpus Christi Housing Authority (CCHA) & Affiliates as the Chief Operating Officer for Coastal Housing Partners in November 2024. In this role, she oversees the organization’s operations. Prior to joining CCHA, Lisa served as a member of the executive team at the Housing Authority of the City of Austin (HACA), where she played a pivotal role in expanding access to affordable housing, benefiting over 7,000 households and 15,000 individuals.

Lisa is deeply engaged in the affordable housing sector and holds leadership positions within the National Association of Housing and Redevelopment Officials (NAHRO). She currently serves as President of Texas NAHRO and Vice President of the Housing Committee for Southwest NAHRO. Additionally, Lisa is a member of the National NAHRO Legislative Network Advisory Committee, reflecting her broad influence on housing policy and advocacy. She also previously held the role of Vice President of NAHRO’s National Housing Committee.

Her credentials include certifications as a Certified Management Executive (CME) and Certified Manager of Voucher Operations (CMVO) from NAHRO. Lisa holds a Master of Public Affairs from the University of Texas at Austin and a Bachelor of Arts from Western Washington University.

Outside of her professional work, Lisa is married to James and has two adult children. The Garcia family shares a commitment to improving communities and advancing affordable housing solutions.
